Position: Procurement Officer
Reports to: Head of Finance and Administration
Location: Dar es Salaam
Contract Duration: One Year (Renewable based on performance)
The Tanzania Education Network/Mtandao wa Elimu Tanzania (TEN/MET) is a leading civil society education coalition advocating for inclusive, equitable, and quality education in Tanzania. With a membership of 245 organizations, we engage policymakers, development partners, and communities to influence education policy and practice through evidence-based advocacy and impactful programmatic interventions.
As we expand our operations, TEN/MET is seeking a qualified and experienced Procurement Officer to enhance efficiency, transparency, and compliance in resource management.
Scope of Services / Basic Function
The Procurement Officer is responsible for managing the procurement of commodities and services for TEN/MET, including contracts, purchase orders, and delivery orders. The role ensures compliance, accountability, and timely acquisition of goods and services to support effective program delivery.
Key Duties and Responsibilities
A. Procurement (60%)
- Review incoming procurement requests, set priorities, and process according to policies.
- Advise staff on procurement policies and compliance requirements.
- Organize procurement panels, review proposals, and prepare reports.
- Identify suitable suppliers and request bids/quotations from local and international vendors.
- Review and analyze bids, recommend best vendors, and support contract negotiations.
- Maintain a tracking and record-keeping system for all procurement files.
- Ensure timely receipt of goods/services and reconcile invoices with technical/financial offers.
- Follow up on short-landed or missing items and resolve claims.
- Monitor procurement activities and contract performance against plans.
- Oversee asset management, including tagging, inventory, and register updates.
- Prepare and submit procurement status reports (monthly, quarterly, annual).
B. Market Pricing (40%)
- Monitor market conditions, price trends, and availability of commonly purchased items.
- Maintain supplier relationships to resolve procurement issues.
- Review requests to ensure costs are fair, reasonable, and competitive.
Qualifications & Experience
Education
- Master’s degree in Procurement Management, Supply Chain Management, Business Administration, Purchasing, or a related field.
Work Experience
- Minimum 7 years of progressively responsible experience in procurement.
- At least 4 years’ experience in donor-funded procurement projects (added advantage).
Languages
- Proficiency in English and Kiswahili (both required).
Knowledge, Skills & Abilities
- Strong knowledge of procurement regulations, local/international sourcing, and market procedures.
- Excellent organizational and record-keeping skills.
- Sound judgment and ability to work independently.
- Proficiency in Microsoft Office (Advanced Excel essential).
- Strong interpersonal skills and ability to build positive professional relationships.
- Ability to draft clear and concise correspondence in English.
