Established by Act of Parliament Number 17 of 1992, the Open University of Tanzania (OUT) is a public university that is fully operational, independent, and accredited. When Government Notice No. 55 was published in the Official Gazette on March 1, 1993, the Act went into effect. The first group of students was admitted in January 1994, and the first chancellor was formally inaugurated in a grand ceremony on January 19. After the Universities Act No. 7 of 2005 was passed, OUT began operating under the OUT Charter and Rules (2007) in January 2007.

The Open University of Tanzania offers its certificate, diploma, degree, and postgraduate courses through an open and distance learning system that integrates various communication methods, such as in-person instruction, broadcasting, telecasting, correspondence, seminars, e-learning, and blended learning—a combination of two or more modes of instruction. The academic programs provided by OUT are centrally regulated and quality-assured by the Tanzania Commission for Universities (TCU).

OUT operates through a network of approximately thirty Regional Centers. There are ten Coordinating Centers, including one in Rwanda (Kibungo), one in Namibia, one in Uganda, and two in Kenya (Egerton and Njoro). Other OUT Internal Coordination Centers include the SADC Center of Specialization in Teacher Education (SADC ODL CoS TE), the African Council for Distance Education – Technical Collaboration Committee (ACDE TCC), and the Center for Economics and Community Economic Development (CECED). There are another 69 OUT Study Centers spread around Tanzania.
