DVV International (DVV I) Hiring Country Project Accountant

DVV International (DVV I) is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. For finance and admin operations DVV international Tanzania is looking for a suitable candidate for the position Country Project Account. 

Job Summary: Under the direction of the Regional Director East/Horn of Africa DVV International and overseen by the Regional Finance Manager, the Country Project Account will be in charge of the organization’s daily financial accounts and administrative duties. These include project planning and budgeting, financial report preparation, maintaining the organization’s accounts in compliance with donor and DVV International guidelines, assisting partners in ensuring financial compliance, overseeing staff payroll procedures, and working on annual audit procedures.

Responsibilities

Project budgeting and Financial reporting

  • Assisting in the creation of monthly/quarterly forecasts and the annual budget.
  • Participating in the creation of funding bids and project activity budgets
  • Ensuring the organization’s liquidity situation and assisting with the routine monitoring of the project’s fund balance.
  • Make sure that HQ receives all pertinent financial records on a regular basis.
  • Help the regional finance manager in the function office with any additional financial issues that may arise, as needed.

Organisational Accounting Maintaining of all financial project related files.

  • Make sure the inventory list is accurate and that the things in the store are secure.
  • All financial transactions are entered into the accounting software once a month.
  • Petty cash payment voucher, check payment voucher and journal, and post daily transactions to the accounting system.
  • Prepare the monthly staff salary payment.
  • Oversee the purchase process in accordance with Tanzania’s national procurement laws.

 Annual Audit/Reporting and Compliance

  • Encourage the facilitation of external audits through preparation, escorting the auditors’ work, and prompt reporting.
  • To guarantee financial compliance, assist third parties, project partners, and supporting partners in the proper administration of funds.
  • Keeping in close communication with the organization’s partners and, where required, offering advice and training on financial obligations and processes.
  • Encourage the organization to consistently adhere to Tanzanian Revenue Authority regulations.

Education and Qualifications

  • University degree in Business Administration/Accountancy from a reputable university
  • Qualification of ACCA or CIMA will be an added advantage

Requirements

  • At least four years of experience in a development-related role with INGOs in a comparable capacity.
  • Familiarity with the IPSAS reporting and accounting system.
  • Extensive familiarity with Tanzanian administrative, tax, and bureaucratic laws and procedures.
  • Experience working on a project involving governmental and civil society partners.
  • Experience in accounting for foreign donor financing, ideally from the EU or BMZ.
  • Strong familiarity with accounting software on computers.
  • Outstanding computer proficiency and a solid understanding of Microsoft Office
