In this article, are you looking for Position Announcement: Director of Information Communication Technology (ICT) at Catholic University of Health and Allied Sciences (CUHAS), owned by the Tanzania Episcopal Conference (TEC), trains over 3,500 students across a wide range of academic programmes including:

  • Doctoral & Postgraduate:
    PhD, Master of Medicine (MMed), Master of Public Health (MPH), MSc. in Pediatric Nursing, MSc. in Clinical Microbiology & Diagnostic Molecular Biology, MSc. in Epidemiology & Biostatistics
  • Undergraduate:
    Doctor of Medicine (MD), BPharm, BSc. in Nursing Education, BSc. in Nursing, BMLS, BSc. in Medical Imaging & Radiotherapy
  • Diploma:
    Diploma in Pharmaceutical Sciences, Diploma in Medical Laboratory Sciences, Diploma in Diagnostic Radiography

Position Title: Director of Information Communication Technology (ICT)

Reports to: Deputy Vice Chancellor – Planning, Finance and Administration; Deputy Vice Chancellor – ARC; and the Vice Chancellor
Duty Station: Mwanza
Deadline: Monday, 30th June 2025 at 04:30 PM

Main Purpose of the Job:

To exercise strategic leadership over the creation, planning, and administration of the University’s ICT services and systems. The Director will make sure that CUHAS’s ICT resources satisfy the requirements of its administrative and academic operations in terms of communication, processing, storage, and security.

Key Roles and Responsibilities:

  • Oversee and direct all technical operations and the ICT team.
  • Establish and track performance goals for the directorate and ICT employees.
  • Create and put into action ICT strategies that support the administrative and academic objectives of the university.
  • Give knowledgeable counsel on network, software, and hardware standards and protocols.
  • Create and oversee recurring and capital budgets for ICT.
  • Provide technical guidelines for the IT systems used by the entire university.
  • For ICT projects, oversee procurement and carry out feasibility studies.
  • Adopt new technologies while maintaining data integrity, system availability, and access security.
  • Set up cybersecurity and data protection procedures.
  • Give advice on matters pertaining to information security and data access.
  • Design and implement disaster recovery and business continuity plans.
  • Involve stakeholders to comprehend and address the ICT needs of end users.
  • Build training programmes for staff and students to maximize ICT utilization.
  • Ensure optimal performance of hardware, software, and networks by:
    • Overseeing application support
    • Taking part in the acquisition of hardware and software
    • Surveying the market
    • System updates in accordance with license agreements
  • Manage maintenance contracts and organize end-user support services.
  • Keep an eye on market developments and encourage creativity and ongoing development.
  • Represent CUHAS in academic and institutional forums pertaining to ICT.
  • Carry out any additional tasks as instructed by superiors.

Qualifications and Experience:

  • A master’s degree in data management, IT, computer science, or a similar discipline.
  • Additional benefits include certifications like CCNA, MCSD, and MCSE.
  • Three years or more of experience in a comparable position, ideally in an educational setting.
  • Proven experience in:
    • Development and administration of WANs and LANs
    • IT project management and business systems
    • Overseeing ICT teams and finances
  • Atrategic thinker with aptitude for problem-solving and leadership.
  • Adept at using integrated IT systems such as OSIM, Norming, and Sage.

Remuneration:

In accordance with the CUHAS Scheme of Service, an alluring package will be provided based on credentials and expertise.
