The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC). It coordinates and strengthens the delivery of health and education services provided by member churches in Tanzania. CSSC manages a network of over 900 church-owned health facilities, mostly in rural areas, contributing nearly 14% of all health facilities in Tanzania, and 1,000 church-based education institutions providing 10% of the country’s education services.

TB/HIV Community-Based Program

The Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements the TB/HIV Community-based Program from October 2025 to December 2026. This program supports national efforts to sustain and expand community HIV and TB services. CSSC serves as the Lead CSO and works with four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA, and STEPS. The program covers 185 councils, prioritizes peer-led service delivery, and integrates closely with Local Government Authorities.

Program Goals

  • Reduce new HIV infections by 85% from the 2010 baseline by 2025
  • Reduce mother-to-child transmission to below 4% at the end of breastfeeding by 2025
  • Reduce AIDS-related deaths by 80% from the 2010 baseline
  • Reduce HIV-related stigma to below 5% by 2025
  • Reduce TB incidence and mortality through enhanced detection, treatment, and prevention

Job Opportunity: Technical Project Manager

CSSC invites qualified, experienced, and motivated individuals to apply for one Technical Project Manager position. The role will be based in Dar es Salaam and report to the Program Director.

Job Summary

The Technical Project Manager will oversee the GFC7 program, providing technical guidance and ensuring timely, high-quality implementation of all activities. The Manager will plan, execute, and monitor the work plan, lead quarterly reports, facilitate cross-team communication, and supervise technical tasks to achieve program objectives. The role also represents the GFC7 project at national, regional, and council levels, ensuring alignment with Global Fund, government, CSSC, and international standards.

Duties and Responsibilities

  • Provide technical oversight and guidance to SSRs and zonal teams in planning, implementing, and evaluating activities
  • Lead coordination of community TB/HIV interventions at the zonal level in line with targets and timelines
  • Supervise, mentor, and build the capacity of zonal teams for high-quality service delivery
  • Support SSRs to prioritize community-based interventions and optimize HIV testing approaches
  • Accelerate TB/HIV case finding and strengthen linkages to care and treatment services
  • Facilitate community engagement with RHMTs, CHMTs, health facilities, and partners
  • Ensure consistent and effective communication between technical teams, SSRs, government counterparts, and stakeholders
  • Organize project review and consultation meetings at national, regional, and council levels
  • Monitor project databases and indicators, recommend improvements, and oversee data verification and performance reporting
  • Escalate risks and compliance issues to the Program Director and support mitigation measures
  • Plan and coordinate joint supervision visits, document findings, and facilitate zonal review meetings

Qualifications and Experience

  • Bachelor’s degree in a health-related field (required); Master’s degree in Public Health, Project Management, or Social Sciences (mandatory)
  • At least 7 years of experience managing donor-funded health programs, including 3 years in a supervisory or coordination role
  • Experience with Global Fund-supported interventions is highly desirable
  • Strong understanding of TB/HIV programming, government health structures (RHMTs, CHMTs), and grant requirements
  • Proficiency in data analysis, program supervision, and risk mitigation
  • Skilled in using data management tools and standard software (MS Office, DHIS2, Excel, PowerPoint)
