The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC). CSSC coordinates and strengthens health and education services delivered by member churches in Tanzania. It manages over 900 church-owned health facilities, most of which are rural-based, contributing nearly 14% of all health facilities in Tanzania. CSSC also oversees 1,000 church-based education institutions, providing 10% of national education services.
TB/HIV Community-Based Program
The Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements a TB/HIV community-based program from October 2025 to December 2026. CSSC leads the program in collaboration with four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA, and STEPS. The program provides TB/HIV services across 185 councils, prioritizing peer-led service delivery and integration with Local Government Authorities.
Program Goals
- Reduce new HIV infections by 85% from the 2010 baseline by 2025
- Reduce mother-to-child transmission (MTCT) to below 4% at the end of breastfeeding by 2025
- Reduce AIDS-related deaths by 80% from the 2010 baseline
- Reduce HIV-related stigma to below 5% by 2025
- Reduce TB incidence and mortality through enhanced detection, treatment, and prevention
Job Opportunity: Finance Officer
CSSC seeks a highly qualified, experienced, and motivated individual to fill the Finance Officer position. The role will be based in Dar es Salaam and report to the Grants Manager.
Job Summary
The Finance Officer provides high-level financial and grants management to support Global Fund project goals. Working closely with the Compliance Officer and under the Grants Manager, the officer ensures financial support for project implementation, strong internal controls, compliant sub-award administration, and timely, accurate reporting to donors and stakeholders.
Main Roles and Responsibilities
- Prepare all payment vouchers and other entries in the Navision system
- Issue cheques or upload e-payments and maintain an updated cashbook (receipts, payments, bank deposits/withdrawals)
- Track weekly payments in collaboration with Procurement/Administration
- Maintain an organized filing system for all finance documents with complete supporting documentation
- Ensure supporting documents are stamped “PAID” before the second signatory
- Assist the Grants Manager in preparing and submitting monthly donor reports
- Serve as cash management and mobile money focal person
- Implement and monitor internal controls
- Verify monthly payroll and perform bank/balance reconciliations
- Conduct program/activity spot checks with the Compliance team
- Provide mentorship and capacity building to staff
- Review payment requests and electronic funds transfers
- Support audits, financial reviews, and preparation for statutory and donor audits
- Work with the Grants Manager to prepare monthly burn-rate/status reports
- Prepare GL entries in the Navision system
- Coordinate monthly verification of inventory lists and insurance status
- Ensure compliance with Government of Tanzania statutory requirements
- Strengthen partners’ capacity to develop compliant sub-contract and sub-grant award documents
- Support partners in administering the full lifecycle of sub-award management activities
- Perform other duties as assigned
Qualifications and Experience
- Education: Bachelor’s degree in Finance or Accounting (required); MSc in Business Administration or equivalent (desirable)
- Experience: At least 5 years in the Tanzanian NGO sector managing sub-grants funded by Global Fund or other international donors
- Strong knowledge of sub-award design, donor fund administration, local contract and procurement law, and donor auditing requirements
- Solid understanding of Global Fund and other donor regulations
Core Competencies and Skills
- Strong planning and time-management skills
- Excellent written and oral communication skills, including presentations
- Strong understanding of budgeting and cost control
- Proficiency with common desktop applications; knowledge of Navision accounting software
- Analytical skills for financial reviews and quantitative analysis
- Ability to build effective relationships with donors, government counterparts, and partners
- Sound business judgment; ability to prioritize and manage multiple complex tasks
- Excellent computer skills (Excel, Word, Outlook)
