The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC). CSSC coordinates and strengthens health and education services delivered by member churches in Tanzania. It manages over 900 church-owned health facilities, most of which are rural-based, contributing nearly 14% of all health facilities in Tanzania. The commission also oversees 1,000 church-based education institutions, providing 10% of national education services.
TB/HIV Community-Based Program
The Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements a TB/HIV community-based program from October 2025 to December 2026. CSSC leads the program in collaboration with four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA, and STEPS. The program provides TB/HIV services across 185 councils, prioritizing peer-led service delivery and integration with Local Government Authorities.
Program Goals
- Reduce new HIV infections by 85% from the 2010 baseline by 2025
- Reduce mother-to-child transmission (MTCT) to below 4% at the end of breastfeeding by 2025
- Reduce AIDS-related deaths by 80% from the 2010 baseline
- Reduce HIV-related stigma to below 5% by 2025
- Reduce TB incidence and mortality through enhanced detection, treatment, and prevention
Job Opportunity: Monitoring and Evaluation Officer
CSSC seeks a highly qualified, experienced, and motivated individual to fill the Monitoring and Evaluation (M&E) Officer position. The role will be based in Dar es Salaam and report to the M&E Manager.
Job Summary
The M&E Officer ensures high-quality data management, including collection, validation, analysis, and reporting, to track project performance and ensure accountability to stakeholders. The officer will design and refine monitoring tools, support M&E framework development for SSRs, and generate analytical reports to inform decisions, highlight achievements, and identify areas for improvement.
Main Roles and Responsibilities
- Develop and implement a Global Fund M&E system that meets all program monitoring and reporting needs
- Design and refine performance indicators that are objective, practical, and cost-effective
- Continuously review and adapt monitoring tools to align with program and national requirements
- Develop and maintain a comprehensive, project-specific database for effective data management
- Compile and consolidate monthly, quarterly, semi-annual, and annual reports from SSRs for internal and external use
- Conduct supervisory visits to SSRs to monitor data quality and adherence to national SOPs, policies, and guidelines
- Review SSR quarterly reports and conduct on-site data verification, providing feedback through summary reports
- Ensure timely and accurate entry of data into DHIS2, ETL, and Indicator Results Table (IRT) systems
- Analyse data to support evidence-based decisions and program improvements
- Conduct routine data quality assessments (RDQAs) for all SSRs and implementing partners
- Assess M&E capacity gaps of SSRs/partners and develop tailored capacity-building interventions
- Train SSR M&E staff on database management, data entry, cleaning, and analysis
- Support documentation of best practices, lessons learned, and success stories
- Perform other duties assigned to support program objectives
Qualifications and Experience
- Education: Bachelor’s degree in Statistics or Monitoring & Evaluation (required); MSc in Information Sciences or Public Health (desirable)
- Experience: Minimum 5 years managing data collection, analysis, and reporting; experience designing and implementing MEAL systems in international development or humanitarian projects
- Technical: Proven ability to track and evaluate data; skilled in mentoring staff/partners on M&E methodology and communicating complex information
- Research & Writing: Strong qualitative and quantitative analysis, documentation, and report writing skills; competence in participatory research methods
Core Competencies and Skills
- Proficiency with statistical software, MS Office suite, and data visualization tools
- Strong planning, coordination, and reporting skills
- Excellent communication and interpersonal skills in English, with experience in multicultural, multi-location teams
