The Christian Social Services Commission (CSSC) is an ecumenical body established in 1992 by the Christian Council of Tanzania (CCT) and Tanzania Episcopal Conference (TEC). CSSC coordinates and strengthens health and education services delivered by member churches in Tanzania. The commission manages over 900 church-owned health facilities, most of which are rural-based, contributing nearly 14% of all health facilities in Tanzania. It also oversees 1,000 church-based education institutions, providing 10% of national education services.
TB/HIV Community-Based Program
The Ministry of Health, through Global Fund Cycle 7 (GFC7) Grant support, implements the TB/HIV community-based program from October 2025 to December 2026. CSSC leads the program in collaboration with four Sub-sub Recipients (SSRs): TAYOA, NACOPHA, MKUTA, and STEPS. The program provides TB/HIV services across 185 councils, prioritizing peer-led service delivery and integration with Local Government Authorities.

- Reduce new HIV infections by 85% from the 2010 baseline by 2025
- Reduce mother-to-child transmission (MTCT) to below 4% at the end of breastfeeding by 2025
- Reduce AIDS-related deaths by 80% from the 2010 baseline
- Reduce HIV-related stigma to below 5% by 2025
- Reduce TB incidence and mortality through enhanced detection, treatment, and prevention
Job Opportunity: Zonal AGYW Officer
CSSC seeks a highly qualified, experienced, and motivated individual to fill the Zonal AGYW Officer position. The role will be based in Mbeya and report to the Zonal Coordinator.
Job Summary
The Zonal AGYW Officer will ensure quality implementation of behavioral, structural, and biomedical interventions targeting Adolescent Girls and Young Women (AGYW) within project councils. The officer will work closely with R/CHMTs, local CSOs, health facilities, and other implementing partners to strengthen service linkages, track layered AGYW services, and provide oversight of SRs/CSOs implementing AGYW interventions in the region.
Main Roles and Responsibilities
- Support the Zonal Coordinator in designing and rolling out biomedical, structural, and behavioral interventions for AGYW
- Facilitate community empowerment and capacity-building activities with grassroots partners for context-specific HIV prevention initiatives
- Support AGYW enrolment and retention in the project
- Link GBV survivors to health facilities and other service points for post-GBV/VAC services (PEP, FP, STI services, psychosocial support, forensic evidence collection, and referral to police/legal and community services)
- Address gender roles and cultural norms; promote behavior change and rights-based programming
- Build the capacity of peer educators and community service providers to deliver quality AGYW services
- Organize monthly peer educator meetings for updates, data review, and problem-solving
- Liaise with CHAC, TASAF/PSSN, DACC, community development officers, police gender desks, social welfare officers, and other government officials for effective implementation
- Strengthen referrals and linkages between facilities and community service delivery points for comprehensive AGYW services
- Provide technical support and leadership to CSOs, community health workers, and peer educators implementing AGYW activities
- Organize and participate in peer-led sessions; assess effectiveness and provide support as required
- Support parenting interventions and AGYW economic strengthening activities led by peer educators
- Collaborate with the M&E officer to clarify indicators, ensure quality data tools and reporting, prepare reports, and document best practices and success stories
- Coordinate quarterly data entry into DHIS2 with CHMT (DACC/DHMIS)
- Supervise AGYW peer educators on routine service delivery
Qualifications and Experience
- Education: Bachelor’s degree in a health-related field, Sociology, Social Work, Community Development, or a related discipline from a recognized university/college
- Experience: At least 3 years in public health, healthcare management, or HIV/TB project management; prior work in OVC, HIV, and AGYW-related programs preferred

- Project Delivery: Experience planning, implementing, monitoring, and evaluating public health projects
- Community Work: Experience engaging communities and partnering with local organizations
- Program Design: Ability to design, implement, and evaluate OVC/HIV programs tailored to AGYW

- Support: Familiarity with counseling and emotional support for AGYW and families
- Policies: Knowledge of local/national HIV & AIDS policies and regulations affecting AGYW
- Digital: Comfortable with software/tools for data management, project tracking, and reporting
