Position: Human Resources and Administration Officer
Reports to: Head of Finance and Administration
Location: Dar es Salaam
Contract: Full-time
The Tanzania Education Network/Mtandao wa Elimu Tanzania (TEN/MET) is the leading civil society education coalition in Tanzania, advocating for inclusive, equitable, and quality education. With a membership of 245 organizations, TEN/MET works with policymakers, development partners, and communities to influence education policy and practice through evidence-based advocacy and impactful programs.
To support our continued growth and strategic goals, TEN/MET is seeking a proactive and dynamic Human Resources and Administration Officer (HR/AO) who will play a key role in fostering a positive, compliant, and high-performing work environment.
Position Summary
The HR/AO will manage all human resource functions and office administration. This includes recruitment, onboarding, performance management, staff development, retention, compliance with Tanzanian labor laws, and implementation of TEN/MET’s HR policies. The officer will also oversee administrative operations to ensure a supportive and efficient workplace.
Key Responsibilities
A. Human Resources Management (60%)
- Act as the main point of contact for HR issues, policies, and labor law compliance.
- Manage the recruitment cycle: job ads, shortlisting, interviews, tests, background checks, and onboarding.
- Coordinate staff orientation and integration programs.
- Develop and implement staff retention and engagement strategies.
- Administer contracts, amendments, exits, and final settlements.
- Manage staff leave, benefits, and entitlements in line with policy and statutory requirements.
- Maintain updated personnel files and HR databases.
- Oversee performance evaluations and improvement plans.
- Design and deliver training and capacity-building programs.
- Foster a safe, inclusive, and supportive workplace culture.
- Advise management on HR risks, compliance, and emerging issues.
B. Administration & Office Management (10%)
- Oversee daily office operations to ensure a clean, safe, and efficient work environment.
- Supervise support staff (Admin Assistants, Drivers, Security).
- Manage office resources, utilities, vehicles, and equipment maintenance.
C. Compliance & Organizational Support (30%)
- Ensure HR and administration operations comply with labor laws and TEN/MET policies.
- Provide HR data and inputs for audits, reports, and decision-making.
- Support strategic planning and project close-out processes.
Qualifications & Experience
Education
- Bachelor’s degree in Human Resource Management or a related field.
- A Diploma in Law will be an added advantage.
Experience
- At least 5 years of progressive HR and administration experience.
- Proven track record in recruitment, performance management, staff development, and employee relations.
- Experience in supervising teams.
Skills & Knowledge
- Strong knowledge of Tanzanian labor laws and international HR practices.
- Excellent interpersonal, communication, and negotiation skills.
- High discretion, integrity, and confidentiality handling.
- Strong organizational and time management skills with attention to detail.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Fluency in both English and Kiswahili (spoken and written).
